Finn still pulls and barks

For the first time ever, I was pulled acrossed paved road.  I was shocked how big and strong he has become.  His lack of concern for me and others has not changed; however, he grew bigger and stronger. Going forward, I am planning to put my face in front of him and repeatedly say "no we are not going over" on a repeated basis.  I am hoping this in his face strategy will work better than my immediately sit and anchor strategy.  It shall be a combination of sit, anchor plus in your face clear msg of no dragging, no pulling, and no moving.  Hand on collar, leash and rope. Anyhow, Finn is otherwise a good boy and listens. He is a good boy but this one thing is very hard to correct and control.  He exhibits this behaviour only towards some dogs. He is eager to say hi.  He does not understand why this behaviour is unacceptable. He still barks in the yard so he is out for less than 15 mins at a time.  Sigh.
